Rosa Franklin was the first Black woman elected to the Washington State Senate. She served one term in the House of Representatives from 1991-1993. She was appointed to the Senate in 1993 and was subsequently re-elected by the people of the 29th District. She served in the Senate until 2011. During this time, she also served as President Pro Tempore of the Senate. A long-time resident of Tacoma, Ms. Franklin made her living as a registered nurse before being elected to the Legislature.
